6.                     Benefits to Port St. Lucie: $200,000 for the development of O.L. Peacock, Sr., Park amenities.

7.                     Cost to Port St. Lucie (Annual and Potential): O.L. Peacock, Sr. Park Phase I total construction cost estimate is $3,070,000.  Additional operating costs to open the facility and annually moving forward are estimated to be $149,650 for one new employee, contractual services, utilities, supplies, and equipment.  

 

Presentation Information: Upon City Council request, Kelly Boatwright is prepared to provide a project overview.

 

Staff Recommendation: Move that the Council approve the O.L. Peacock, Sr., Park FRDAP award agreement execution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the O.L. Peacock, Sr., Park FRDAP award agreement execution.

2.                     Move that the Council not approve the O.L. Peacock, Sr., Park FRDAP award agreement execution and provide further direction.

 

Background: O.L. Peacock, Sr., Park development is one of the City of Port St. Lucie's main Strategic Priorities: Goal 6 - Culture, Nature and Fun Activities. This project has been highlighted as a Priority Project and funding has been allocated within the City’s Capital Improvement Plan for Fiscal Year 22/23, Fiscal Year 23/24 and beyond.   In March 2021, and in partnership with the Neighborhood Services Department, Parks & Recreation (PSLPRD) contracted with Culpepper & Terpening, Inc., to design the conceptual master plan for O.L. Peacock, Sr., Park. Concepts were developed utilizing the public engagement and stakeholder input process. The concepts and a phasing recommendation were presented and approved by City Council in June 2022.  

 

A Florida Recreation Development Assistance Program (FRDAP) grant application was submitted for the O.L. Peacock, Sr., Park Development in August 2022.  The amenities included to ensure a competitive application included recommended elements from Phase 1 and Phase 2 of the conceptual master plan for the park construction. PSLPRD staff were notified of the O.L. Peacock, Sr., Park Development FRDAP grant award in the amount of $200,000 in August 2023.

Financial Information: Funding has been allocated and approved for construction of Phase 1 elements within the 305 Parks Impact Fee Account for Fiscal Year 2022/2023 in the amount of $1,650,000 and for Fiscal Year 2023/2024 for $750,000.
