2. Parties: City of Port St. Lucie and CPZ Architects, Inc.
3. Purpose: The Consultant shall conduct a Supplemental Limited Site Investigation (SLSI). The purpose of this SLSI is to assess for potential impacts associated with recognized environmental conditions (RECs) and/or site concerns identified in Limited Site Investigation Findings Report.
4. New/Renewal/Modified: Modified.
5. Duration: Amendment #2 adds no time to Contract # 20210018. The Contract End Date is June 9, 2022.
6. Benefits to Port St. Lucie: The property identified and selected for constructing the New Public Works Complex is owned by the City thus saving the City several millions of dollars to purchase. The site is centrally located to all sections of the City and allows City staff ease of access to maintain the entire City. The site selected includes the City’s fuel island and maintenance and fleet repair facility for the City’s large fleet of heavy equipment.
7. Cost to Port St. Lucie (Annual and Potential): The original Contract amount was $492,772.14. Amendment #1 added $24,500 and Amendment #2 adds $20,150. The new contract amount is $537,422.14.

Staff Recommendation: Move that the Council approve Amendment # 2 to Contract # 20210018 to CPZ Architects, Inc. for Consulting Services for a New Public Works Building.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract # 20210018.
2. Move that the Council not approve Amendment #2 to Contract # 20210018 and provide staff with direction.
Background: In the late 1980’s a fuel contamination leak was discovered and mitigated by a City hired consultant over the course of approximately 10 years at which time the City received a clean bill of health from the Florida Department of Environmental Protection (FDEP). During the first series of prerequisite testing for the new facility (conducted under this contract # 20210018) there were two (2) chemicals discovered within the confines of the fleet repair facility (Garage) area which necessitated the need to perform additional testing to be on the side of caution (the scope of work identified in Amendment #2).
Issues/Analysis: City Staff has reviewed Amendment # 2 and finds it fair and reasonable.
Financial Information: The funds are appropriated in 304-4105 (Public Works Road & Bridge fund).
Special Consideration: N/A.
