Staff Recommendation: Move that the Council approve the Resolution authorizing the acquisition of real property located at 4326 SW Port St. Lucie Boulevard for the Port St. Lucie Boulevard South Improvements.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution authorizing the acquisition.
2. Move that the Council not approve the acquisition and provide staff direction.
Background: The Port St. Lucie Boulevard South project will be replacing the existing 2-lane, 3-span concrete bridge over the E-84 Canal with a wider single-span bridge to accommodate the 4-lane roadway widening. Additionally, the new bridge will be set at a higher elevation than the existing bridge to meet current flood resilience requirements. As a result, driveway access to the residential lots that are located at the four corners of the bridge will be challenging and locating driveway access at the bridge approach slab is not desirable. Furthermore, keeping the lot vacant will provide access to the canal bank for routine maintenance.
Issues/Analysis: The acquisition of this vacant parcel would prevent a driveway connection directly onto the new bridge approach slab which does not comply with FDOT Standards. Furthermore, the length of the standard approach terminal assembly is 63’-1 ½” which is insufficient room to construct a driveway for this lot which measures 99.79’ wide.
Financial Information: $90,000.00 plus closing costs and appraisal fee.
Special Consideration: Unless this offer is signed by Seller and Buyer and an executed copy delivered to all parties on or before March 17, 2023, this offer may be withdrawn.
Location of Project: The real property to be acquired by the City is located at 4326 SW Port St. Lucie Boulevard.
