Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Arbor Day Foundation

2.                     Parties: City of Port St. Lucie and Arbor Day Foundation.

3.                     Purpose: To provide additional landscaping within the City of Port St Lucie and provide an opportunity to educate participants on proper tree planting, care, and maintenance best practices during the installation of the trees. 

4.                     New/Renewal/Modified: New.

5.                     Duration: This initial activity will be for seventy-five (75) calendar days and the maintenance period of the trees shall be two years.

6.                     Benefits to Port St. Lucie: The approval of the Resolution will allow the City to plant an additional 80 trees in the City of which $15,000 will be paid with awarded grant funds.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated one-time expenditure for the City of Port St. Lucie in FY 2022 is $15,600.  Long Term maintenance of the trees will be limited to routine maintenance of trees planted.

Staff Recommendation: Move that the Council adopt the resolution and authorize the City Manager to execute an agreement with the Arbor Day Foundation to accept the grant amount $15,000.

1.                     Move that the Council amend the recommendation.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The landscaping and installment of trees at the proposed site will serve as a reminder to the residents of the City’s strategic plan goals. The receipt and ultimate acceptance of the grant will affirm that the City’s commitment to seek landscaping opportunities that provide an opportunity for the residents to be active participants in the City’s goal. The City’s acceptance of the grant will reduce the financial impacts to City associated with the planting of eighty (80) trees in addition to allowing the City to educate approximately forty (40) volunteers on tree planting, care, and maintenance best practices during the installation of the trees. The City will provide a final project report upon the conclusion of construction and planting establishment.

 

Issues/Analysis: N/A

                     

Financial Information: Funds to cover the planting and establishment of trees exceeding the $15,000 grant amount will be paid out of the adopted FY 2022 budget account (104-4127-534109).  The anticipated project cost is $30,600; thereby the cost to be incurred by the City will be $15,600.  The cost of advertising, reporting, and monitoring the project is incidental to the Keep Port St. Lucie Beautiful (KPSLB) program.

 

Special Consideration: The City of Port St. Lucie (“City”) must plant and maintain a minimum of eighty (80) trees, manage and educate approximately forty (40) volunteers on tree planting, care, and maintenance best practices and provide regular updates and a final project report.
