5. Duration: The term of the contract is thirty (30) months from March 1, 2025, through September 30, 2027.
6. Benefits to Port St. Lucie: Leveraging technology to optimize the use and performance of City assets, leading to cost savings, improved operational efficiency, and enhanced data driven decision-making by maximizing the value of investments, extending asset lifespans, and minimizing risks associated with asset failure or compliance issues. Additionally, having a centralized asset management program aids in American Public Works Association (APWA) reaccreditation for the Public Works Department.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditure is $701,145.25. Broken down per year - Year 1: (Mar. 1, 2025-Sept. 30, 2025): $212,595.84 (including a billed as incurred expense); Year 2 (Oct. 1, 2025-Sept. 30, 2026): $238,316.49; Year 3 (Oct. 1, 2026-Sept. 30, 2027): $250,232.92.

Staff Recommendation: Move that the Council approve participating in the NASPO Value Point Contract No. 43230000-NASPO-16-ACS, per Chapter 35.08(a)(10)(a)(cooperative purchasing exception) to purchase Cloud Based Asset Management Solutions in City Contract #20250078.

1. Move that the Council amend the recommendation and approve participating in the NASPO Value Point Contract No. 43230000-NASPO-16-ACS.
2. Move that the Council not approve and provide staff with direction.
Background: Asset management is the combination of management, financial, economic, engineering, and other practices applied to physical assets to provide the best value level of service for the costs involved. It includes the management of the entire life cycle-including design, construction, operating, maintaining, repairing, modifying, and replacing of infrastructure assets. To date, the City has relied on various forms of decentralized documentation and software to track and manage infrastructure assets. As the City has grown, the need to centralize and integrate the data has become increasingly necessary. After a brief period utilizing a competitor’s software, staff began researching alternative solutions, including building an in-house solution. Through this process, staff has spoken with and received demonstrations from many vendors, ultimately selecting OpenGov.
Issues/Analysis: Considering the anticipated growth of the City and the need for perpetual maintenance on all new and existing infrastructure, the City must modernize and deploy reliable technology in order to maintain a high level of service and quality of its assets, including improved operational efficiencies. OpenGov is sold as a Software As A Service (SaaS), which means the vendor is responsible for maintaining the software and updating versions as they become outdated. OpenGov commits 35% of annual revenues to research and development. As OpenGov enhances its products and introduces new features, they are incorporated into the annual subscription package and will be launched on the City’s Asset Management suite. This will ensure that the City can capitalize on the latest technological advances in asset management as they become available.

OpenGov has a current cooperative agreement through the National Association of State Procurement Officials (NASPO), onto which the City can piggyback. This option provides significant cost savings. The City is also receiving a 10% discount off the OpenGov pricing as an existing customer.
The use of OpenGov will yield substantial returns on the investment by fostering a more dynamic, efficient, and high-performing organization. With the efficiency gained through the use of OpenGov, staff will be able to deliver an enhanced level of service.
