2. Parties: City of Port St. Lucie and OpenGov, Inc.
3. Purpose: Implementation of Cloud-based Asset Management Software for Facilities Maintenance and Parks and Recreation departments.
4. New/Renewal/Modified: New.
5. Duration: The contract term will include an initial period of eleven (11) months, from November 1, 2025, through September 30, 2026, followed by a second term from October 1, 2026, through September 30, 2027.
6. Benefits to Port St. Lucie: Asset Management system will assist in managing workload and preventive maintenance scheduling through organization and automation. This software will also help to identify long-term budgeting needs for repairs and replacements of City assets.
7. Cost to Port St. Lucie (Annual and Potential): The one-time implementation cost is $35,088.55. The first-term cost (11 months) is $144,329.56, and the second-term cost (October 1, 2026 - September 30, 2027) is $157,450.42, bringing the total cumulative estimated expenditure to $336,868.53 over the full contract term.

Staff Recommendation: Move that the Council approve participating in the NASPO Valuepoint Contract #43230000-NASPO-16-ACS, per Chapter 35.08(a)(9)(a) to purchase Cloud Based Budgeting & Planning and Procurement Solutions.

1. Move that the Council amend the recommendation and approve participating in the NASPO ValuePoint Contract #43230000-NASPO-16-ACS.
2. Move that the Council not approve and provide staff with direction.
Background: Asset management combines financial, engineering, and operational practices to ensure the City provides the best value and level of service for the cost involved. It covers the entire lifecycle of physical assets-including design, construction, operation, maintenance, repair, modification, and replacement.
Historically, the City has relied on various decentralized systems and manual documentation to track and manage assets. As the City continues to grow, the need to centralize and integrate this data has become increasingly important to improve coordination, accuracy, and long-term planning.
The Parks & Recreation and Facilities Departments seek to implement OpenGov’s Asset Management platform, following the successful adoption of the same software by the Public Works Department to support consistent asset tracking and management across departments.
Issues/Analysis: Considering the anticipated growth of the City and the need for perpetual maintenance on all new and existing infrastructure, the City must modernize and deploy reliable technology in order to maintain a high level of service and quality of its assets, including improved operational efficiencies. OpenGov is sold as a Software As A Service (SaaS), which means the vendor is responsible for maintaining the software and updating versions as they become outdated. OpenGov commits 35% of annual revenues to research and development. As OpenGov enhances its products and introduces new features, they are incorporated into the annual subscription package and will be launched on the City’s Asset Management suite. This will ensure that the City can capitalize on the latest technological advances in asset management as they become available.

OpenGov has a current cooperative agreement through the National Association of State Procurement Officials (NASPO), which the City is already utilizing for the implementation of the Asset Management platform in use by the Public Works Department. This option provides significant cost savings. The City is also receiving a 10% discount off the OpenGov pricing as an existing customer.
The use of OpenGov will yield substantial returns on the investment by fostering a more dynamic, efficient, and high-performing organization. With the efficiency gained through the use of OpenGov, staff will be able to deliver an enhanced level of service.
