Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Loren Jock Trucking, Inc.

3.                     Purpose: To construct approximately 5,347 LF of 6-foot wide concrete sidewalk.

4.                     New/Renewal/Modified: New.

5.                     Duration: 180 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Provide high quality infrastructure and facilities for the use of all residents.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $644,923 funded by the ½ cent sales tax.

Staff Recommendation: Move that the Council award Contract #20210122 and enter into a unit price contract with Loren Jock Trucking, Inc. for the Import Drive Sidewalk Construction Project - Phase 1.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20210122.

2.                     Move that the Council not approve Contract #20210122 and provide staff with direction.

 

Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide.  The original areas were in the proximity of schools, especially elementary schools to provide a safe route to school for children.  The list has since expanded to establish a network of connecting sidewalks throughout the City.  Import Drive is on the Sidewalk Priority List approved by City Council.

 

An E-Bid was issued on October 22, 2021 to 1,286 potential suppliers.  There were 30 plan holders with 8 proposals being received on December 7, 2021.  There were 2 proposals that were deemed non-responsive due to missing mandatory documents.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Loren Jock Trucking, Inc. provides the best value to the City.  Loren Jock Trucking, Inc. is a local vendor and has performed several successful projects for the City.

                     

Financial Information: Funds are appropriated in the FY 21-22 budget for the Half Cent Sales / Road & Street / Improvement O/T Buildings (#310-4105-563000-00000).

 

Special Consideration: N/A.

 

Location of Project: The south side of Import Drive from Oakwood Road to Inca Terrace.
