Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20220023 for Professional Services for a Design Criteria Package for the Police Department Training Facility Project with CPZ Architects, Inc.

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20220023.

2.                     Move that the Council not approve Amendment #1 and provide staff with direction.

 

Background: CPZ Architects, Inc. was awarded the contract for Professional Services for a Design Criteria Package for the Police Department Training Facility Project on April 25, 2022.  The original contract began on May 25, 2022, in the amount of $323,647.40.  Preparation of the Design Criteria package is ongoing however incorporation of the City Clinic expansion in the site plan approval process is necessary to ensure that the proposed improvements to the City’s municipal complex will be in compliance with current stormwater standards.

 

Issues/Analysis: A Design Criteria Package is required to furnish sufficient information to permit design-build firms to prepare a response to the City’s Request for Proposals to design and construct the project.  In addition to other requirements, The Design Criteria Package shall provide survey information and a legal description of the site.  A full site plan for the entire municipal complex had not been completed in quite some time.  However, to add the Police Training Facility building to the grounds the entire site needs to be evaluated in order to ensure compliance with current stormwater standards.  In addition, the expansion project for the City Clinic which is in the planning stage also needs to be considered when planning for the Police Training Facility since it will have an impact on the stormwater calculations for the site. Incorporating the proposed improvements to the City Clinic will allow for concurrent approval with the Police Training Facility, saving time and money.  Other tasks required to complete the overall site plan include additional surveying and SFWMD permitting services, landscape and irrigation revisions for a screen wall variance, and landscape and irrigation design for the City Clinic.

                     

Financial Information: Funds are appropriated as follows:  $54,300 to Police Training Facility (301-2105-562000), $31,120 to City Clinic Expansion Project (301-2405-562000).
