3. Purpose: Acquisition of real property owned by the SLC BOCC for the construction of a sanitary sewer lift station.

6. Benefits to Port St. Lucie: The construction of a sanitary sewer lift station on 2500 Gray Twig Lane allows the City to provide utility services for the future development of the southeast parcel at Midway Road and St. James. Additionally, the City’s acquisition of this property would further the goal to preserve water quality on the river by connecting new construction and aging septic to City sewer.
7. Cost to Port St. Lucie (Annual and Potential): SLC BOCC approved the conveyance of the parcel for the assessed value, or $44,947.00.

Staff Recommendation: Move that the Council adopt the Resolution authorizing the Mayor or the City Manager to execute the Contract for Sale and Purchase for Real Property to acquire 2500 Gray Twig Lane, for the construction of a sanitary sewer lift station.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the Resolution authorizing the Mayor or the City Manager to execute the Contract for Sale and Purchase for Real Property to acquire 2500 Gray Twig Lane, for the construction of a sanitary sewer lift station.
2. Move that the Council not adopt the Resolution and provide staff with direction.
Background: The SLC BOCC owns a parcel of real property south of Midway Road and west of 25th Street located at 2500 Gray Twig Lane (the “Property”). The Property was previously owned by the State of Florida Department of Transportation (“FDOT”), however, neither the SLC BOCC nor the FDOT intended to use the Property for any particular purpose. Therefore, to best serve development and existing customers, the USD proposes to use the Property to construct a sanitary sewer lift station.
Issues/Analysis: The construction of a lift station will serve current and future development in the surrounding area.
Financial Information: The USD budgeted funds for the acquisition of the Property in Account #431-1340-531000. Noble Oaks Estates, LLC, a developer in proximity to the Property agreed to contribute $100,000 towards the construction of the lift station.
Special Consideration: The SLC BOCC requested the City landscape the Property pursuant to County standards.
