Executive Summary (General Business): As the City has grown in population, along with shifts in the community’s social norms, it has become necessary to examine and re-evaluate Chapter 96 of the City Code to see if sections of the Chapter should be revised, strengthened, loosened, or in some cases, retired altogether.  The changes and modifications to specific sections of the Chapter contained herein, will govern the City’s Parks & Recreation Department, its operations, properties, and programs, and establish rules and regulations for use of public park facilities.

Staff Recommendation: Move that the Council review and approve the Ordinance amending Chapter 96 of the City Code, Parks & Recreation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Ordinance amending Chapter 96 of the City Code, Parks & Recreation.

2.                     Move that the Council reject the Ordinance amending Chapter 96 and provide staff with direction.

 

Background: The Parks and Recreation Department has worked closely with the City Attorney’s Office to review, revise and amend Chapter 96 of the City Code.  Chapter 96 governs the Parks and Recreation Department, its operations and properties, and establishes rules and regulations for the use of parks and facilities by the public.  The current version of Chapter 96 has not been amended in approximately 28 years.
