Executive Summary (General Business): B-D2 Holdings, LLC, owner, has applied to rezone approximately 4.89 acres of vacant land located within the Western Grove DRI from the zoning designation of St. Lucie County Agricultural 5 (one (1) dwelling unit per five (5) acres) to the zoning designation of City of Port St. Lucie Master Planned Unit Development (MPUD). The subject property is located within a designated Neighborhood Village/Commercial sub-district as depicted on Map H of the Western Grove DRI and Figure 1-3 of the City of Port St. Lucie Comprehensive Plan. The proposed MPUD is consistent with the development requirements for the Neighborhood Village/Commercial sub-district.
Presentation Information: Staff will provide a presentation.
Staff Recommendation: Move that the Council approve the MPUD rezoning and concept plan as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the MPUD rezoning and concept plan.
2. Move that the Council not approve and provide staff direction.
Background: The Planning and Zoning Board recommended approval of the proposed MPUD rezoning and concept plan at the September 5, 2024, Planning and Zoning Board meeting.
Issues/Analysis: The subject property is located with the Western Grove DRI and owned by BD-2 Holdings, LLC. The subject property was under separate ownership when Mattamy Palm Beach, LLC, acquired the Western Grove DRI from the Tradition Land Company. The subject property is not included in the Western Grove MPUD. It has to be rezoned to a city zoning designation to be developed.
