Executive Summary (General Business): RM Tesoro LLC has approached the City with an expression of interest to trade two (2) parcels in their ownership on the west side Southbend Blvd. for eight (8) City-owned residential lots in the Tesoro PUD.

 

Presentation Information: Staff will make a brief presentation and be available to respond to questions if required.

 

Staff Recommendation: Move that the Council authorize staff to negotiate a land swap between the City of Port St. Lucie and RM Tesoro LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and authorize staff to negotiate a land swap between the City of Port St. Lucie and RM Tesoro LLC.

2.                     Move that the Council not authorize staff to negotiate a land swap between the City of Port St. Lucie and RM Tesoro LLC and provide staff direction. 

 

Background: The City Manager was approached by a representative for RM Tesoro LLC regarding exchanging eight (8) single-family properties within the Tesoro PUD escheated to the City by the St. Lucie County Board of County Commissioners (SLC BOCC) for two (2) parcels in RM Tesoro LLC ownership along SE Southbend Blvd.

 

The properties for trade offered by RM Tesoro include Parcel A, 1.8 acres located north of the E-4 drainage canal. Parcel B is 2.71 acres. The current zoning for both properties is open space.

 

To ascertain the potential use(s) for these two parcels, a joint onsite review was conducted by Assistant Director Brad Keen and Deputy Director Mike Kendrick of Parks and Recreation with Deputy Director John Dunton of Public Works. Their collaboration determined that both parcels are suitable for use by the City as explained in a joint memorandum issued on September 10, 2021 (see Attachment 1). Essentially, Parcel A (Tract 4 in the memo) is suitable for use as a future trailhead and/or small neighborhood micro (pocket) park or green space. Parcel B (Tract 3 in the memo) has useful service as it parallels the E-4 drainage canal and is appropriate as a staging area for dredging and future piping of sections in the existing canal which is the primary stormwater outfall for draining more than 8,000 residential acres.

 

Issues/Analysis: The City-owned parcels located in the Tesoro PUD may be reviewed in the “Tesoro Trade Group” (see Attachment 2).

                     

Financial Information: Section 9.09(g) of the City Charter requires an ordinance to convey city real estate. Upon successful negotiation to affect a transfer of the properties described herein, staff will prepare a City Council Agenda Item inclusive of the required ordinance and disclose all financial obligations and related considerations that become apparent to enable the City Council to make an informed final decision.

 

Special Consideration: The City’s High Performance Public Spaces (HPPS) Team reviewed the joint findings of the Parks and Recreation/Public Works investigative team on September 17, 2021 and recommended approval of both Parcels A and B.  This item is non-binding upon the Council and any conveyance of City-owned property will require adoption of an ordinance at a future date.

 

Location of Project: Parcels A and B are located on the western side of SE Southbend Boulevard immediately south of SE West Snow Road. Please refer to “Tesoro Trade Properties Aerial Review” (Attachment 3) for visuals of the proposed properties for swap consideration.
