Staff Recommendation: Move that the Council approve Amendment #4 to Contract #20180167 with Amaya Solutions, Inc. f/k/a American Water Chemicals, Inc. to provide Anti-Scalant A-102 Plus.

Background: The original contract was bid in May 2018 and City Council approved the Contract on July 23, 2018. Since that time, the vendor has supplied Anti-Scalant A-102 Plus; however, due to recent market conditions with shortages in supplies, the vendor has requested a price increase. Calendar year 2021 had a major impact on different manufacturing industries. The worldwide impact on phosphate-based chemicals was considerable because there is a global phosphate-based chemical shortage. The phosphate price has increased by 62.3%, and the index level for chemical manufacturing increased 41.8 points between April 2021 and April 2022. Amaya Solutions f/k/a American Water Chemicals, Inc., has a product known as Anti-Scalant A-102 Plus, which is necessary to protect the membranes utilized in the reverse osmosis water treatment process. This broad spectrum anti-scalant is designed to inhibit inorganic scale formation in membrane separation processes. Additionally, the advantages of this anti-scalant product include the following:
• Effectively inhibits calcium carbonate scale up to calcium Carbonate Nucleation Index (CCNI) of 2.2.
• Effectively inhibits formation of calcium sulfate, calcium fluoride, barium sulfate, strontium sulfate and silica.
• Stabilizes metal ions to prevent metal oxides precipitation and disperses existing metal oxides/hydroxides, silt and clay particles.
• Certified by NSF to NSF ANSI Standard 60 for use in potable systems.
• Approved for use by all major membrane manufacturers.
• Environmentally compatible, especially where discharge of waste into the environment is a concern.
Changing anti-scalant products could possibly cause damage to the membranes and may be a risk to the City’s equipment at the reverse osmosis plant. The Utility Systems Department recommends the continuation of this anti-scalant product.
Issues/Analysis: Staff reviewed the requested price increase and recommends approval.
Financial Information: Funds are appropriated from Utility Operating Fund/ Inventory (431-0000-141005).
Special Consideration: The City Council previously approved a temporary price increase via Amendment 3 to Contract #21080167 on December 13, 2021. The price increase expired May 31, 2022. The City denied the vendor’s request to extend the price increase as the Contract remains in effect until November 2, 2023. The City agreed to enter into Amendment 4 to set the price of the chemical based on index WPS06502.
