Executive Summary (General Business): Port St. Lucie Police Department (PSLPD) requests permission from the City Council to proceed with the grant submittal process of the State (FDLE) allocated funds of $29,799 from the FY 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) Program JAG-Countywide (JAGC) for Law Enforcement Technology. The grant process begins with the submittal of the 51% allocation letter to the County by August 19, 2022. Note, the allocated funds represent one-third of the total awarded/allocated ($89,397) to St. Lucie County. PSLPD intends to expend the grant funds between the October 1, 2022, through September 30, 2023. There is no match requirement.

Staff Recommendation: Move that the Council approve the PSLPD to proceed with the grant submittal process for FY 2021 JAG and JAGC solicitation and provide a 51% letter to the County for Law Enforcement Technology.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the PSLPD to proceed with the grant submittal process for FY 2021 JAG and JAGC solicitation and provide a 51% letter to the County for Law Enforcement Technology.

2.                     Move that the Council not approve and provide staff direction.

 

Background: On July 22, 2022, the City of Port St. Lucie received notification from the Florida Department of Law Enforcement (FDLE), Office of Criminal Justice for the Federal Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) Program JAG-Countywide (JAGC) Solicitation.  The amount allocated to St. Lucie County was $89,397 of which PSLPD’s one-third share is $29,799. On July 25, 2022, the County requested that PSLPD submit a 51% letter (signed by Mayor Martin) to be submitted to FDLE (via the County) by Friday, August 19, 2022. The formal grant submittal is to be completed no later than October 19, 2022, through FDLE’s electronic grants management system (AmpliFund).

 

Issues/Analysis: PSLPD intends to use the allocated State JAG - Countywide (JAGC) funds towards the lease of an additional ten License Plate Recognition (LPR) Cameras unless another equipment need is identified by the department prior to the formal grant submittal.

                     

Financial Information: PSLPD intends to utilize the allocated State JAG-Countywide JAGC funds of $29,799 to purchase equipment under the Law Enforcement Technology category. There is no matching requirement for this grant.

 

Special Consideration: The required “51% letter” will need to be signed by Mayor Martin so it can be sent to the County for their submittal to FDLE by the August 19, 2022, deadline.
