Purpose: to allow the operations of providing comprehensive early childhood education, health, nutrition and parent involvement services to low-income children and families within designated areas of property owned by the City of Port St Lucie and located at 198 NW Marion Avenue, Port St. Lucie Florida.

Staff Recommendation: Move that the Council approve the Ordinance authorizing the Mayor to execute and enter into the lease agreement with the Agricultural and Labor Program, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Ordinance.
2. Move that the Council not approve the Ordinance and provide staff with additional direction.
Background: In 2025, the City of Port St. Lucie assumed control of the former Port St. Lucie Elementary School property through a land conveyance from the St. Lucie County School Board (SLCSB). The School Board transferred approximately 15.4 acres located at 198 SW Marion Avenue to the City, with the transaction formally approved by the City Council on January 13, 2025 (Resolution 25R 02, Legistar 2024 1185). The deed was officially recorded on May 27, 2025. The lease terms previously assumed by the City of Port St Lucie under the original agreement between the St Lucie County School Board and ALPI-including rental rate, permitted use, and maintenance responsibilities-will be substantially replicated in the new proposed lease agreement.
