Staff Recommendation: Move that the Council Award Contract #20240060 and enter into unit price contracts with Southern Underground as the primary contractor and CK Contractors and Development as the secondary contractor for Citywide Stormwater & Right of Way Preventative Maintenance and Repairs.

Alternate Recommendations:

1.                     Move that the Council reject the recommended proposal(s).

2.                     Move that the Council reject all proposals and provide staff with direction.

Background: The City has an ongoing program to replace aging infrastructure in part by way of contract services.  This option allows the City staff and our crews to respond to unscheduled events and new projects that they are often tasked with while at the same time not compromising time sensitive repairs.

The existing contract is expiring.  The contract does not contain any more renewal options.  The rebid was issued on March 29, 2024, to 1807 potential vendors.  There were 34 plan holders with 2 firms submitting bids.

Issues/Analysis: Staff has reviewed the proposals and finds that Southern Underground, Inc. is a licensed underground utility contractor and provides the best value to the City to serve as the primary contractor. Southern Underground, Inc. has performed culvert replacement projects throughout Port St. Lucie for the past 7 years and is a local vendor.  CK Contractors and Development is a licensed underground utility contractor as well as a licensed general contractor and shall serve as the secondary contractor in the event the primary contractor is unavailable to perform.

Financial Information: Funds are appropriated in the Stormwater Fund / Drainage / Culvert Replacements (#401-4126-534101-00000).

Special Consideration: N/A.

Location of Project: Throughout the City.
