Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr ,Procurement Contracting Officer I.

2.                     Parties: City of Port St. Lucie and Timothy Rose Contracting Inc.

3.                     Purpose: To construct a roundabout at the intersection of East Torino Parkway and Turtle Dove Lane/North Torino Parkway. The intersection is currently operating as an “All Way” stop. The project also includes improvements at the intersection of East Torino Parkway at Midway Road. These improvements include adding an additional left turn lane and lengthening the existing left turn/through lane and right turn lane.

4.                     New/Renewal/Modified: New.

5.                     Duration: 270 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Reduce traffic congestion and improve traffic flow. The roundabout will also create a “Gateway” into the City with the potential installation of an art feature.

7.                     Cost to Port St. Lucie (Annual and Potential): One- time expense of $2,185,781.55.

Staff Recommendation: Move that the Council award Contract #20230067R and enter into a unit price contract with Timothy Rose Contracting Inc. for the East Torino Parkway Improvements Project.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20230067R.

2.                     Move that the Council not award Contract #20230067R and provide staff with direction.

 

Background: The increase of traffic on East Torino Parkway has restricted traffic from North Torino Parkway and Turtle Dove Lane from being able to access East Torino Parkway, thus prompting the installation of an “All Way” stop at the intersection. While this improved access to East Torino Parkway, it also increased congestion on East Torino Parkway. The increase of traffic has also impacted the intersection at Midway Road.

 

E-Bid was issued on July 19, 2023, to 534 potential suppliers. There were 30 plan holders with three (3) proposals being submitted on August 21, 2023.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Timothy Rose Contracting Inc. provides the best value to the City.

                     

Financial Information: Funds are appropriated in the Public Works Fund (304-4125-563000-00000).
