Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Timothy Rose Contracting, Inc.

3.                     Purpose: To construct approximately 5,613 LF of 6-foot wide concrete sidewalk.

4.                     New/Renewal/Modified: New.

5.                     Duration: 180 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Provide high quality infrastructure and facilities for the use of all residents.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $846,741.60 funded by the ½ cent sales tax.

Staff Recommendation: Move that the Council award Contract 20220109 and enter into a unit price contract with Timothy Rose Contracting, Inc. for the Import Drive Sidewalk Construction Project - Phase 2.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220109.

2.                     Move that the Council not approve Contract #20220109 and provide staff with direction.

 

Background: Since 2006, the City has prioritized the design and construction of sidewalks within a two-mile radius of elementary, middle, and high schools on major roadways to provide a safe route to school for children.  The list has since expanded to establish a network of connecting sidewalks throughout the City.  Import Drive is on the Sidewalk Priority List approved by City. Council.

 

An E-Bid was issued on September 14, 2022 to 1509 potential suppliers.  There were 42 plan holders with 7 proposals being received on October 27, 2022.  There were 2 proposals that were deemed non-responsive due to missing mandatory documents.

 

Per City Ordinance 35.12, Local Preference, an offer was made to Timothy Rose Contracting, Inc. who was the lowest local bidder, to match the unit prices offered by the overall lowest non-local bidder.  Timothy Rose Contracting, Inc. accepted the offer by submitting a matching offer in writing.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Timothy Rose Contracting, Inc. provides the best value to the City.  Timothy Rose Contracting, Inc. is a local vendor and is a first-time vendor with the City.

                     

Financial Information: Funds are appropriated in the FY 22-23 budget for the Half Cent Sales / Road & Street / Improvement O/T Buildings (#310-4105-563000-00000).

 

Special Consideration: N/A.

 

Location of Project: The south side of Import Drive from Inca Terrace to Savage Boulevard.
