Executive Summary (General Business): This is a request to approve a conceptual plan corresponding to the existing Limited Mixed-Use District (LMD) zoning, as required by code Section 158.155(P).

Staff Recommendation: Move that the Council approve the LMD Conceptual Plan with the following condition recommended by the Planning and Zoning Board: Prior to final site plan approval, all proposed uses on the final site plan shall not exceed the minimum thresholds for LMD zoning (such as retail and personal service uses shall not exceed 50% of the building’s gross floor area and no use shall exceed 5,000 square feet) unless varied by a special exception use application approval. Staff recommends adding an additional condition to the ordinance: Prior to final site plan approval, the applicant shall provide five (5) additional parking spaces for residential guest parking, unless a variance allowing a reduction in required parking spaces is granted by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the LMD Conceptual Plan, as amended

2.                     Move that the Council deny the Conceptual plan and provide direction.

 

Background: The applicant is requesting approval of a conceptual plan for property approximately 2.37 acres in size, as required in the LMD (Limited Mixed-Use District). The subject property is located on the northeast corner of Port St. Lucie Boulevard and Greco Lane and is currently vacant. The proposed conceptual plan is replacing a previous conceptual plan (P07-297) consisted of a one story commercial/office plaza, which has expired. The Site Plan Review Committee reviewed the request at their meeting of March 24, 2021 and recommended approval.

 

Issues/Analysis: The property has a future land use classification of Residential, Office and Institutional (ROI) and a zoning classification of LMD (Limited Mixed-Use District).  

 

The purpose of this request is to provide for a conceptual plan which enables the property to be developed with a two-story building consisting of 20,422 square feet of commercial on the first floor and 18 multi-family residential units on the second floor. Pursuant to Section 158.155(P), the existing LMD zoning requires that any changes to the conceptual plan is subject to the newspaper notice and public hearing requirements as set forth for rezoning.  Please see staff report for a more detailed analysis.
