2. Parties: City of Port St. Lucie and Marlin Engineering, Inc.
3. Purpose: To provide professional services to facilitate the development of construction plans and permitting of the Hogpen Slough Trail Boardwalk & Shared Use Paths identified as part of the Village Green Corridor Master Plan.
4. New/Renewal/Modified: New.
5. Duration: 12 months, with no options to renew.
6. Benefits to Port St. Lucie: The construction of the Hogpen Slough project will allow users to access the Crosstown Parkway Extension, the Village Green Industrial area, and the City Center (aka Mid-Florida Event Center) through a natural tributary known as Evans Creek.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $299,986.08. Optional Services may be added at the City’s discretion in the amount of $74,375.95. The total amount authorized is $374,362.03.

Staff Recommendation: Move that the Council award Contract #20220038 for the Design & Permitting Services for the Hogpen Slough Trail Boardwalk & Shared Use Paths as part of the Village Green Corridor Revitalization Project with Marin Engineering, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220038.
2. Move that the Council not approve Contract #20220038 and provide staff with direction.
Background: Adopted by City Council in July 2021, the Village Green Drive Corridor Master Plan was created for the purpose of stimulating economic development, connecting the community, and creating a safer, more walkable pedestrian and bicycle environment along the Village Green Drive Corridor.
As part of the Public and Stakeholder phase of the Master Plan, public meetings were held and followed up by a survey providing polling questions from the public meeting. From these results, a 10-question survey was released to the public and an overwhelming 90% of the survey respondents supported the idea of an elevated boardwalk through Hogpen Slough.
Another benefit of having a project which has been designed and can be considered “shovel ready” will allow the City to pursue additional grant funding for the construction phase of the project.
Issues/Analysis: Staff began negotiations at $556,771.97 and after several rounds of negotiating Staff landed at an acceptable price of $299,986.08 with optional services of $74,375.95 for Landscape Architecture, Grant Application Assistance and Bid Assistance and Post Design. Staff finds that this is a fair and reasonable price for the services provided and recommends approval.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Road & Street / Improvements O/T Building (#304-4125-563000).
