1. Prepared by: Procurement Management Department
2. Parties: City of Port St. Lucie Utility Systems Department (“USD”) and Advanced Utility Systems, an unincorporated subsidiary of N. Harris Computer Corporation, a foreign corporation authorized to do business in the State of Florida.
3. Purpose: The purpose of the agreement is to integrate CIS and CityWorks which will connect the customer billing system with the work order system.
4. New/Renewal/Modified: Modified.
5. Duration: 120 days.
6. Benefits to Port St. Lucie: The USD uses CIS for customer information and billing records. This vendor will provide a two-way Integration between CIS Infinity and Cityworks - Asset Management System to synchronize the Service Order (CIS infinity) and Work Order (Cityworks) information between the two systems depending upon various use cases.
7. Cost to Port St. Lucie (Annual and Potential): A one-time cost of $83,600.

Background: The USD is currently using CIS version 4 for its customer information/billing software to bill utility customers for usage and Capital Charge Agreements (“CCA”). The proposed work is necessary to pull information from CIS to the USD’s Geographic Information System (“GIS”). Once that information is pulled, Cityworks (New Asset Management System) will contain the records and work order information for the customer account. Additionally, the proposed work would then allow work orders initiated in CIS to interface with Cityworks. For example, a customer questions a high bill. A work order can be created in CIS which will then communicate with Cityworks by directing USD staff to re-read the meter. Once the information is entered into Cityworks, the information can be “flagged” for a supervisor’s review. The completion flag, if cleared, will then provide the information back to CIS and the customer.
Issues/Analysis: Approval of the Contract would cover the development and configuration of CIS Infinity interfaces to existing Port St. Lucie systems and modifications to CIS Infinity, and/or related products in the Infinity product suite, if any, to meet Port St. Lucie’s CIS needs.

Special Consideration: CIS and GIS water meter records (and inventory) will be synchronized prior to the first run of the integration.
