Executive Summary (General Business): On April 11, 2022, the City Council provided authorization to participate in the City of Fort Lauderdale ITB 12492-813 for Refuse and Recycling Carts, Semi-Automatic with Schafer Systems International, Inc. to purchase assorted sizes of garbage and recycling carts for an amount not to exceed $4,870,670.00. This agenda item is for the purchase of 2,541 additional 65-gallon garbage carts to meet residential requests for smaller sized garbage carts at a cost of $111,168.75.

Staff Recommendation: Move that the Council waive the provisions of the Code, Section 35.04(c), for good cause shown, and authorize the purchase of 2,541 additional 65-gallon garbage carts to meet residential requests.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the purchase.
2. Move that the Council not approve and provide staff direction.
Background: On April 11, 2022, the City Council provided authorization to participate in the City of Fort Lauderdale ITB 12492-813 for Refuse and Recycling Carts, Semi-Automatic with Schafer Systems International, Inc. to purchase assorted sizes of garbage and recycling carts for an amount not to exceed $4,870,670.00. Subsequently, the City provided each residential property the opportunity to select either a 96-gallon garbage cart (recommended) or an option for a smaller 65-gallon garbage cart. This opportunity was initially announced in May and with a mid-July cut-off so that the City could accurately purchase and deliver the right-sized cart during the initial roll-out in August. Residential requests continued past the initial July cut-off and as a result the City extended the request to select a smaller 65-gallon garbage cart through December 5, 2022.
Issues/Analysis: Based on projected requests through December 5, 2022, Staff recommends that the City purchase three (3) additional truckloads of 65-gallon garbage carts (2,541) from Schaefer Systems International, Inc., at the unit price identified in City of Fort Lauderdale Contract at $43.75 each, for a total of $111,168.75. This request will exceed City Council’s authorization for the initial cart purchase of $4,870,670.00 by $79,341.29.
Financial Information: This is an unbudgeted investment that will be paid from account #620-3410-552000. The cost of each cart will be paid back through the solid waste assessment over the life expectancy (and warranty period) of the carts which is 10 years.
Special Consideration: To facilitate residential requests for smaller garbage carts.
Location of Project: Citywide to all residential solid waste customers.
