Summary Brief (Agreements/Contracts only)

3. Purpose: To set forth the responsibilities to fund, design, construct and maintain Phase 2 of the Bus Transfer Facility located in the northwest corner of SE Deacon Avenue and SE Belvedere Street in the City of Port St. Lucie.
4. New/Renewal/Modified: New
5. Duration: Concurrently with the terms of the April 22, 2003 Interlocal Agreement for the Public Transit MSTU (Municipal Service Taxing Unit), as amended.
6. Benefits to Port St. Lucie: Providing added services to the existing Bus Transfer Facility.
7. Cost to Port St. Lucie (Annual and Potential): Estimated $6,500 per year.

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager, or his designee, to enter into an Interlocal Agreement between St. Lucie County and the City of Port St. Lucie to set forth the responsibilities to fund, design, construct and maintain Phase 2 of the Bus Transfer Facility.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution.
2. Move that the Council not approve the Resolution and provide staff direction.
Background: In 2010, representatives of the City, County, St. Lucie County Housing & Community Services, St. Lucie County Transportation Planning Organization, St. Lucie County on Aging, and St. James Orthodox Church established a working group to address the transportation needs of the community. The group met to discuss if relocating the bus transfer stop from the SE Deacon Avenue right-of-way to a safer location was viable. The working group determined that Tract D, located in the northwest corner of SE Deacon Avenue and Belvedere Street would be a safer location. The City and County agreed to relocate the bus transfer stop to Tract D and construct a Bus Transfer Facility. The City used funds from Florida Department of Transportation (FDOT) Intermodal Grant as well as donated funds from St. James Orthodox Church to complete the construction of the Phase 1 Facility on Tract D in June of 2013. St. Lucie County has received grant funds from the Federal Transit Administration (FL2017-0850-00 and FL2020-053-1) (“FTA Grants”) to build an enhanced transit transfer facility featuring greater amenities for transit system users (Phase 2). The City and County now desire to enter an agreement to set forth the responsibilities to fund, design, construct, and maintain Phase 2 of the Facility.
Issues/Analysis: St. Lucie County has prepared an RFP for the design of the improvements at the facility, corresponding with the County’s Transit Development Plan. The facility is located on City owned property; therefore, an interlocal agreement will be necessary to outline the responsibilities of each party.
Financial Information: The Parks & Recreation budget will require an estimated $6,500 per year to maintain the property.
Special Consideration: St. Lucie County is requesting the City to execute the Interlocal Agreement in order to proceed with the design and construction of phase 2 of the facility. St. Lucie County staff will be presenting the Interlocal Agreement to the Board of County Commissioners (BOCC) at the July 6th BOCC meeting.
