Staff Recommendation: Move that the Council and award Contract #20220116 and enter into a unit price contract with Ferreira Construction Southern Division Co., Inc. for the Gatlin Blvd. Adaptive Signal Control Project that is funded by the Florida Department of Transportation (FDOT) Local Agency Program (LAP) Grant.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220116.
2. Move that the Council not award Contract #20220116 and provide staff with direction.
Background: Installation of the adaptive traffic signal control system will increase mobility and safety for the public. The adaptive signal control system will have an anticipated useful life of 30 years. The 2 existing signalized intersections in the vicinity of the Interstate 95 interchange are excluded as the adaptive signal control equipment will be installed as part of the interchange improvements currently under construction.
An E-Bid was issued on November 23, 2022, to 1,689 potential suppliers. There were 20 plan holders with 5 proposals being received on January 10, 2023, of which 3 proposals were deemed non-responsive.
Issues/Analysis: Staff has reviewed the proposals submitted and find that Ferreira Construction Southern Division, Co., Inc. provides the lowest responsive responsible bid to the City. The project is funded through FDOT which requires the bid be awarded to the lowest responsive responsible bidder. FDOT has also provided their concurrence with this recommendation.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Traffic / Improvements O/T Building (#304-4121-563000-00000).
Special Consideration: This project is funded through the Florida Department of Transportation (FDOT) Local Agency Program (LAP) Grant.
