Executive Summary (General Business): Mattamy Palm Beach, LLC, has applied to amend the DRI Development Order for Western Grove to accommodate new development proposals (3rd amendment).  The proposed changes include amendments to Map H, the master development plan; amendments to certain development order conditions; and revisions to the buildout and termination dates pursuant to Executive Orders issued by the Governor.  The proposed changes to Map H include amending the land use sub-district classification for approximately 8.12 acres located west of the N/S A road right-of-way between the Westcliffe Lane road right-of-way and the Tradition Parkway road right-of-way from Neighborhood/Village Commercial to Residential; re-alignment of a portion of N/S A located north of Westcliffe Lane and south of future Crosstown Parkway to accommodate a proposed utility site on the east side of N/S A; and updates to the conceptual lake system to be consistent with developer’s current subdivision plans.  There is an associated large scale comprehensive plan text amendment to amend Figure 1-3, the conceptual land use plan for the Tradition/Western Grove NCD District, and an associated amendment to the Western Grove MPUD zoning regulation book and concept plan.  The adoption hearing for the comprehensive plan amendment (P20-188) is scheduled for the January 25, 2021 City Council.  The first reading of the ordinance for the Western Grove MPUD Amendment No. 1 (P20-193) is scheduled for the January 25, 2021 City Council meeting.

Staff Recommendation: Move that the Council adopt the resolution as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not adopt the resolution and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed DRI amendment at the January 5, 2021 Planning and Zoning Board meeting.
