Executive Summary (General Business): Discuss the most recent information received from Federal Department of Transportation (FDOT) on the proposed Turnpike interchange, its potential impact on site use, and current status of the Adventure Park.
Presentation Information: The Parks & Recreation Department (P&R) will provide a brief visual presentation to City Council.
Staff Recommendation: Move that the Council Move that the Council approve moving forward with a Master Plan for the 38.93-acre Cameo/Crosstown site.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve moving forward with a Master Plan for a portion of the Cameo/Crosstown Site.
2. Move that the Council not approve moving forward with a Master Plan at the Cameo/Crosstown Site and provide staff direction.
Background: The City’s adopted Strategic Plan, Goal 6, Culture Nature and Fun Activities, includes the planning and construction of an Adventure Park for all types of possible uses, including skateboards, in-line skates, BMX bicycles, and other appropriate non-motorized wheeled sports equipment. Designs, including a rock wall, playground, ropes agility courses, ziplines, standing wave rides or other “adventure” recreation elements, appropriately suited for such a park, would be encouraged. In September 2017, City staff identified the site that was approved as the future location of this park. After much research and consideration throughout the procurement process, it was determined that a Master Plan developed with public input would be the best course of action at this time. Design for the BMX/Skate Adventure Park Project Master Plan is scheduled to begin in FY 2019/2020 and construction has been budgeted for FY 2020/2021.
Issues/Analysis: FDOT provided information to the City of Port St. Lucie, via the Project Development and Environment (PD&E) Study, for Florida’s Turnpike (from Jupiter at Indiantown Rd. to Fort Pierce at SR 70) on August 8, 2019. This study indicated a proposed Turnpike interchange may utilize a portion of the property that is currently designated as the future BMX/Skate Adventure Park. On October 25, 2019, the City received updated information indicating that the projected area has shifted to the North of the property. The property is still expected to be impacted, but to a lesser degree.
Financial Information: In the Parks Impact Fee #305 Capital Improvement Plan budget, in FY19/20, $200,000 has been secured for the design phase. In FY20/21, there is $1.781 million allocated for construction, and, in FY21-22, $2 million is identified for Phase II development.
Special Consideration: The Adventure Park Master Plan Design solicitation request has been sent to Procurement Management Division. With Council approval, P&R will proceed with advertisement and selection.
