Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, Procurement Department.

2.                     Parties: City of Port St. Lucie and Flotech Environmental, LLC.

3.                     Purpose: To rehabilitate failing pipes throughout the City of Port St. Lucie, furnish all labor, material, equipment and operations necessary to line pipes by using a cured in place pipe lining method of deteriorated stormwater drainage pipe ranging in diameter from fifteen (15) inches to seventy-two (72) inches.

4.                     New/Renewal/Modified: New.

5.                     Duration: Five (5) years with two (2) one-year renewal options.

6.                     Benefits to Port St. Lucie: This process will extend the life of the aging pipes by fifty (50) to sixty (60) years.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $5,000,000.00. Future expenditures will be appropriated in each years approved budget.

Staff Recommendation: Move that the Council approve participating in the City of Cape Coral Contract # BPW2415MM, per Chapter 35.8(a)(9)(a), with Flotech Environmental, LLC for the Lining of Drainage Pipes, Storm Water Pipe Video Inspection and Repair Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the City of Cape Coral Contract #BPW2415MM.

2.                     Move that the Council not approve participating in the City of Cape Coral Contract #BPW2415MM and provide staff with direction.

 

Background: The City of Port Saint Lucie has aging underground infrastructure that has reached or exceeded their expected life span and have been breaking down. With more and more people moving to Port St. Lucie, along with the expansion of more homes and shopping centers being built, this causes a considerable amount of wear and tear on the storm drainage system. With that type of breakdown, road closures to reroute traffic to remove and replace the failed pipes may become more common.  However, by contracting with a company that utilizes a technique to repair the failing pipes in place the need to shut down roads is reduced.

 

Issues/Analysis: Staff has researched and found that the number of pipes failing throughout the City needs to be addressed and Flotech Environmental, LLC. will provide the necessary services to make the repairs as needed.

                     

Financial Information: Funds are appropriated in the Public Works Fund (401-4126-534101-00000).
