2. Parties: City of Port St. Lucie and Culpepper & Terpening, Inc.
3. Purpose: Public Works Department seeking approval of Culpepper & Terpening, Inc. to provide Construction Engineering and Inspection (CEI) & Geotechnical (GEO) services for Floresta Drive Improvements Phase 3 Project.
4. New/Renewal/Modified: New.
5. Duration: This contract will terminate one thousand one hundred and fifty-five (1,155) calendar days after it is awarded. There are no renewals for this contract.
6. Benefits to Port St. Lucie: The project will complete the construction of Floresta Drive from Crosstown Parkway to Prima Vista Boulevard as a complete street providing bike lanes, sidewalks, traffic calming, streetlights, and landscape.
7. Cost to Port St. Lucie (Annual and Potential): Budgeted Expenditures not to exceed $5,616,117.20.

Staff Recommendation: Move that the Council award Contract #20240172 to Culpepper & Terpening, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to re-solicit or cancel the Request for Proposals.
Background: Improvements to the Floresta Drive corridor are a priority for the City Council and at the 2017 Summer Retreat, Council directed staff to model the corridor from a traffic standpoint for both a 2-lane and 4-lane roadway section. The new modeling was performed, and it included the new Crosstown Parkway Extension Project connection to U.S. Highway 1 at Village Drive, for the projected traffic volumes in the year 2037. The results/recommendations were presented to City Council on October 30, 2017, for consideration. The City Council unanimously passed the motion for the approval of the 2-lane conceptual improvement roadway plan for Floresta Drive. Public Information workshops were conducted in January and March of 2018 which were well attended. The Master Plans for all three phases were revised pursuant to public comment and input received. The final decision on the Floresta Drive Corridor Master Plan layout and amenities were approved by the City Council on May 14, 2018. The RFP for Phase 3 Construction Engineering and Inspection & Geotechnical services was advertised on September 16, 2024. One responsive bid was received and opened on October 24, 2024.
Issues/Analysis: The Construction Engineering and Inspection (CEI) & Geotechnical (GEO) services RFQ was posted on OpenGov with 664 users notified. Of the 664 users, 47 downloads occurred with only 1 prospective respondent providing a response; Culpepper & Terpening, Inc. Culpepper & Terpening, Inc. provided the same services for Phases 1 and 2 of the Floresta Drive project, working with the same contractor who constructed both phases, Felix Civil Construction, whose contract for construction of Phase 3 was recently approved by Council. Being the only responsive respondent and having proven that they can work with residents, stakeholders, and the construction contractor to provide resolutions and oversight with the best interests of the City in mind, makes Culpepper & Terpening, Inc. the best suited to complete Phase 3.
Financial Information: The funds are appropriated in Stormwater Administration 310-4105-568813-00000 & Water Distribution / Preventative Maintenance 448-3316-563000-00000.
