Staff Recommendation: Move that the Council approve Lots 15 & 16, Block 700, Port St. Lucie Section 18 as surplus and dispose of property at the optimum price. The address of this property is 671 SE Port St. Lucie Boulevard.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the property as surplus and make available for sale.

2.                     Move that the Council not approve the property for surplus and retain in the City’s inventory.

 

Background: This property was acquired in 2014 for the future expansion of Floresta Drive which included Lots 15-20; however, the City only wants Lots 15 & 16 declared as surplus. The City’s Health Clinic had an interest in occupying Lots 15 & 16 where 671 SE Port St. Lucie Boulevard building stands. Due to ADA concerns and the cost to make the upgrades, that did not happen.

 

Public Works has confirmed that Lots 15 & 16 are not needed for the Floresta Drive Expansion Project and the Clinic is no longer interested in occupying the building, staff is recommending the property be declared surplus and made available for sale. Recently the City has received inquires from private parties wanting to acquire the property from the City.

 

City Ordinance 35.09 requires any asset valued at $15,000 or more be declared as surplus and the sale be approved by City Council.

 

Issues/Analysis: All City Departments verified that they have no use for the identified property. City Policy #18-01ccd allows for 2 methods for disposal of surplus real property. Both methods require an appraisal to establish the minimum price for the sale and that all adjacent property owners within 300’ of the property to be sold be notified of the sale by first class mail. Additionally, the Florida Statutes require that the City shall advertise the sale of the property in the newspaper at least 30 days prior to the sale. All sales regardless of the method used must be finalized by an Ordinance in accordance with the terms and provisions of the City Charter Section 9.09(g).

                     

Financial Information: A one-time revenue to the City and a potential increase to the tax roll.
