Executive Summary (General Business): It is the intent of the City to procure the services of a qualified and licensed Engineer to provide the City of Port St. Lucie with a design for the continuation of an existing reuse water main, that is intended to provide reuse water to customers located west and possibly south of Tradition.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (RFP) # 20200081 for Design Services for the Glades-Tradition Reuse Water Main Project and begin negotiations with Holtz Engineering, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff with direction.

 

Background: The City of Port St. Lucie desires to make reuse water available to customers in the western Tradition area. The total construction value for this project exceeds two million dollars. The objective of this project is to provide the City of Port St. Lucie with a design for the continuation of an existing reuse water main that is intended to provide reuse water to customers located west and possibly south of Tradition.

 

Issues/Analysis: An RFP was advertised on DemandStar on July 16, 2020, with a proposal due date of August 14, 2020. During the advertisement period, 1,550 suppliers were notified, 38 of those downloaded plans and 5 submitted proposals. On September 8, 2020, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on September 14, 2020 with CAPTEC Engineering, Inc., Culpepper & Terpening, Inc., Holtz Engineering, Inc. and Kimley-Horn and Associates, Inc.

 

The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows:

(1)                     Holtz Engineering, Inc.

(2)                     CAPTEC Engineering, Inc.

(3)                     Culpepper & Terpening, Inc.

(4)                     Kimley-Horn and Associates, Inc.

 

The presentations and discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and experience. Firms also elaborated on their approach and workplan for completing this project. The committee has selected (1) Holtz Engineering, Inc. as the top-ranked firm because of their vast experience and proven track record specializing in similar work.

                     

Financial Information: The funds are appropriated in the Utilities Capital Improvement Budget / Tradition Reuse (448-3516-563004-00000).

 

Special Consideration: N/A.

 

Location of Project: The existing reuse main terminates on the south side of Glades Cut-Off Road and this design will take it approximately 2.2 miles south to the vicinity of the Glades Wastewater Booster Pumping Station and the future Tradition Parkway extension, west side of Tradition.
