3. Purpose: Provide an integrated solution for managing the City’s public meetings, agendas, records, public records requests, and website services.

5. Duration: The City’s Contract term will begin upon execution and will expire on September 30, 2028. The OMNIA Partners contract allows up to two (2) additional one (1)-year extensions.
6. Benefits to Port St. Lucie: To enhance the City’s efficiency in managing public meetings, agendas, records, public records requests, and website services while improving transparency and public access to City information.
7. Cost to Port St. Lucie (Annual and Potential): The estimated expenditure for Fiscal Year 26-27 is $150,500.65. All future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council approve participating in the OMNIA Partners Contract #159768, per Chapter 35.08(a)(9)(a)(cooperative purchasing exemption), to purchase Software and SaaS Solutions.

1. Move that the Council amend the recommendation and approve utilization of the OMNIA Partners Contract #159768.
2. Move that the Council not approve utilization of OMNIA Partners Contract #159768 and provide staff with direction.
Background: The City utilizes Granicus software and services to support a variety of essential digital operations managed by both the Communications and Clerk’s Offices.
The Communications Office initially adopted Granicus to support the management of the City’s public meetings, including video hosting, meeting minutes, and supporting attachments. During the City’s use of the platform, Granicus acquired Vision Internet, the City’s website provider. Following the acquisition, the City’s website has undergone two comprehensive redesign and modernization cycles under Granicus’ management.
The Clerk’s Office utilizes Granicus as the City’s electronic management system for agendas, records management, and public records requests. The system allows the Clerk’s Office to organize, review, publish, and maintain agendas and supporting documentation electronically for City Council meetings, as well as various boards, committees, and special meetings. Granicus also supports the distribution of agenda and meeting information through the City’s public-facing platforms, providing City staff and the public with convenient electronic access to agendas and supporting documents. This increased accessibility supports the City’s commitment to transparency, public engagement, and efficient access to government information. In addition to agenda and meeting management, Granicus supports the Clerk’s Office’s records management functions through Image Director and the processing of public records requests through GovQA. These electronic systems improve the organization, accessibility, transparency, and efficiency of City records and requests while reducing reliance on paper-based processes. Granicus remains one of the few vendors capable of providing both a comprehensive, government-focused website solution and an integrated meeting management system. The Granicus platforms are designed to support government-specific operational, security, and compliance requirements. Utilizing Granicus as a unified provider allows the City to maintain integrated digital solutions that support public meetings, website services, records management, public records requests, and public access to City information.
Overall, the continued use of Granicus provides the City with a comprehensive and integrated technology solution that supports the operational needs of both the Communications and Clerk’s Offices while promoting efficiency, accessibility, transparency, and public engagement.
Issues/Analysis: Staff has reviewed the OMNIA Partners contract and finds that it meets the needs of the City and the requirements of the City’s procurement ordinance.
