Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Florida Department of Transportation (“FDOT”)

2.                     Parties: City of Port St. Lucie and FDOT

3.                     Purpose: To enter into a grant agreement to provide financial assistance to the City to improve Port St. Lucie Boulevard from Darwin Boulevard to Gatlin Boulevard, identified by the FDOT as FPN#431752-4-54-01 (“Project”), state the terms and conditions upon which FDOT funds will be provided and to set forth the manner in which the Project will be undertaken and completed.

5.                     Duration: Construction to be completed by December 31, 2022.

6.                     Benefits to Port St. Lucie: The City’s Goal of high-quality infrastructure and facilities.

7.                     Cost to Port St. Lucie (Annual and Potential): The City’s contribution to the project is Eight Million Five Hundred Thirty-Eight Thousand Two Hundred Fifty Eight Dollars and No Cents ($8,538,258.00). FDOT will reimburse up to 50% of the project cost or $4,269,129.00, whichever is less.

Staff Recommendation: Move that the Council approve the resolution authorizing the Mayor, or his designee, to enter into a “TRIP” reimbursement agreement between FDOT and Port St. Lucie for the improvements of Port St. Lucie Blvd. from Darwin Blvd. to Gatlin Blvd.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: This project consists of improving the existing 4-lane roadway to provide turn lanes, sidewalks, pedestrian lighting, curb and gutter drainage, signing and pavement markings, lighting, and signalization. This is the first of four (4) phases of Port St. Lucie Boulevard to be improved through a partnership with FDOT.

 

Issues/Analysis: Staff originally anticipated the TRIP grant to be valued at $2,330,000, so more State assistance is being provided. 

                     

Financial Information: The FDOT agrees to participate in the Project cost up to the maximum amount of $4,269,129.00 and the FDOT’s participation in the Project shall not exceed 50% of the total cost of the Project, estimated at $8,538,258.00.

 

Special Consideration: Construction is expected to begin in Spring 2021 and take one (1) year to complete.
