1. Prepared by: Nadia Tourjee, (PMD).
2. Parties: City of Port St. Lucie , CAPTEC Engineering, Inc., Consor Engineers, LLC, Culpepper & Terpening, Inc., Gannett Fleming, Inc., and Johnson, Mirmiran & Thompson, Inc.
3. Purpose: Provide CEI services on a continuing basis as needed.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with the option of two (2) additional one (1) year renewal periods.
6. Benefits to Port St. Lucie: To have several firms on a rotating basis to provide services in a timely manner for any project that the City requires CEI services.
7. Cost to Port St. Lucie (Annual and Potential): Funds are budgeted in various accounts and will be allocated as projects are assigned.

Staff Recommendation: Move that the Council award Contract #20230088 for Continuing Contracts for Construction Engineering & Inspections (CEI) Continuing Services with the top five (5) ranked firms selected by the Evaluation Committee.
Alternate Recommendations:
1. Move that the Council not approve Contract #20230088 and provide staff with direction.
Background: The City requires CEI services on an as needed basis. An RFP for qualifications was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on September 1, 2023, to 1501 potential applicants. There were five (5) proposals received on September 29, 2023.
PMD held the first evaluation meeting on October 13, 2023, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted for all five (5) firms to move to the short list. The firms were invited to a second (2nd) evaluation meeting that was held on October 25, 2023, to make presentations and to answer more detailed questions regarding the services they provide. The Evaluation Committee reviewed presentations made by five (5) firms. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:
#1 Ranked Firm with a final score of 912.67 - Gannett Fleming, Inc.
#2 Ranked Firm with a final score of 905.33 - CAPTEC Engineering, Inc.
#3 Ranked Firm with a final score of 905.00 - Johnson, Mirmiran & Thompson, Inc.
#4 Ranked Firm with a final score of 899.67 - Consor Engineers, LLC.
#5 Ranked Firm with a final Score of 899.33 - Culpepper & Terpening, Inc.
PMD began negotiations with the top five (5) ranked firms. The rates were agreed to by all firms and each has submitted a partially-signed contract for City approval.
Issues/Analysis: Staff recommends awarding to all qualified firms.
Financial Information: Funds are budgeted in various accounts and will be allocated as projects are assigned.
