Background: The Crosstown Bridge opened to traffic on September 28, 2019. Soon after to opening of the newly constructed portion of the Crosstown Parkway, complaints of increased traffic noise were received. Staff inspected the berm and landscaping then developed plans to enhance the landscaping along the berms to mitigate the noise on both sides of the Crosstown Parkway, as well as to augment areas of sparse landscaping on previously constructed portion of the roadway. City Council directed staff by consensus to also conduct a noise analysis of the entire corridor.
The first step in the process was to monitor AM/PM peak-hour noise levels to see how they compare to predictive (modeled) noise levels. Traffic counts during monitoring were compared to the predictive model traffic to see how they relate. There were 36 single-family residences monitored along the corridor from I-95 to the bridge approach crossing the North Fork of the St. Lucie River. These sites included the 11 residents that have voiced concerns with noise after the Crosstown Parkway extension was completed.
The second phase as proposed is in response to the resident’s concerns of off-peak hour noise levels. It was revealed during interviews that the residents near the “superstreet” were experiencing noise concerns during off-peak times, such as weekends and late at night. It should also be noted the resident’s appreciation of the Police Department traffic patrols during the weekdays which contributes to lower speeds and reduced noise.
Issues/Analysis: Staff solicited proposals from 3 consulting engineering firms to collect noise levels and perform analysis on their impacts on residents along Crosstown Parkway. KCI Technologies, Inc. provided the lowest responsive quote at $54,000. As the study progressed, staff was directed to include a 24-hour collection period and subsequent analysis within the area of Crosstown/Floresta Superstreet, which has thus far generated the most noise complaints. The additional work will provide 24-hour monitoring of 8 residential properties which encompasses the entirety of the “superstreet” (including both eastbound and westbound U-turns). Once complete, the consultant will present the findings of both phases to City Council. This additional work is $39,450. Therefore, the cumulative amount totaling $93,450 exceeds the City Manager’s authority and requires City Council approval.
