Approve Purchase and Installation of a Public Art Sculpture at the Botanical Gardens (Temporarily)

Executive Summary (General Business): The Public Art Advisory Board at their June meeting recommended locating and installing the IMAG_NE sculpture at the Port St. Lucie Botanical Gardens until such a time as it can be relocated near the playground at Riverwalk or some other location deemed appropriate.
Presentation Information: Staff may provide a short presentation.
Staff Recommendation: Move that the Council approve the purchase and installation of the IMAG_NE sculpture at the Port St. Lucie Botanical Gardens as recommended by the Public Art Advisory Board temporarily. The temporary location has also been approved by the Parks and Recreation Department and the Port St. Lucie Botanical Gardens’ Board of Directors. If a permanent location can be found at or near the playground at Riverwalk, the sculpture would be relocated to that area.
Alternate Recommendations:
1. Move that the Council amend the recommendation and select another location for the sculpture.
2. Move that the Council not approve the selection and provide staff and the Public Art Advisory Board with direction.
Background: Staff discovered the IMAG_NE sculpture while it was traveling exhibit around South Florida and staff contacted the artist about a permanent piece. Staff has been exploring locations for the piece since last year, including City Hall, Civic Center, Crosstown Parkway and a public space in Tradition.
Issues/Analysis: Due to the artwork requiring a parking area, ADA accessibility and some level of security, sites are limited. The Public Art Advisory Board reviewed several locations for the sculpture and recommended the Botanical as the temporary location for the sculpture. The location of the sculpture at the Botanical Gardens would create an opportunity for more people to visit the Botanical Gardens and ultimately the Riverwalk. Staff met with the Board of Directors of the Botanical Gardens on August 12, 2019. The Board approved the sculpture and its proposed location.
The specifications for the sculpture have been provided to the park consultant for the playground at Riverwalk. Staff is also asking the consultant if this would be an appropriate addition to the playground, and if so, design it into the ultimate plan. If the playground at Riverwalk is determined not to be an appropriate location, the sculpture can either stay at the Botanical Gardens or another location could be found.
Financial Information: The cost of the sculpture and related site work will be paid through the public art fund. The cost is not expected to exceed $40,000.
