3. Purpose: To provide professional services to study, design, and permit stormwater and roadway improvements for the Oak Hammock Watershed.
4. New/Renewal/Modified: New.
5. Duration: The term of the Contract is for two (2) years with no option to renew.
6. Benefits to Port St. Lucie: The project will benefit the City by providing drainage improvements in the Oak Hammock Watershed that has frequent flooding issues and to mitigate the flooding.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $2,009,296.20.

Staff Recommendation: Move that the Council award Contract #20260049 for the Oak Hammock Watershed Analysis and Design Services with Ardurra Group, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to resolicit or cancel the Request for Qualifications.
Background: The City requires Analysis and Design Services for the Oak Hammock Watershed. A Request for Qualifications (RFQu) was issued in accordance with Section 287.055, Florida Statutes, known as the Consultants’ Competitive Negotiation Act (CCNA) on December 29, 2025, to 1204 potential consultants. There were six (6) proposals received February 9, 2026.
PMD held the first evaluation meeting on March 27, 2026, to review and discuss the proposals and individual scores to determine the short list, and the evaluation committee selected three (3) firms to move to the short list. Those firms were invited to a second evaluation meeting that was held on April 14, 2026, to make presentations and answer more detailed questions regarding the services they provide. There were three (3) firms that made presentations. The Evaluation Committee reviewed their scores and adjusted accordingly, recommending the top firm.
The final scores were announced as follows:
#1 Ranked Firm with the final score of 921 - Ardurra Group, Inc.
#2 Ranked Firm with the final score of 918 - AECOM Technical Services.
#3 Ranked Firm with the final score of 917- CAPTEC Engineering, Inc.
PMD began negotiations with the top ranked firm. The rates were agreed to by all and the firm submitted a partially signed contract for City approval.
Issues/Analysis: Staff recommends awarding to the recommended firm.
Financial Information: Funds are appropriated in the Stormwater Fund / Drainage / Improvements O/T Building (#401-4126-563000-00000).
Special Consideration: The Contract term is two years; however, the work is organized into phases that allow certain infrastructure components to enter early design. This phased structure also enables construction on selected improvements to begin while later design and study activities are still underway.
