2.                     Parties: City of Port St. Lucie and Ranger Construction Industries, Inc.

3.                     Purpose: To furnish and install asphaltic concrete  paving on City roadways as needed.

4.                     New/Renewal/Modified: New.

5.                     Duration: The contract period start date will be October 1, 2022, with an option to renew for four (4) additional, one (1) year periods as appropriations allow in the budget.

6.                     Benefits to Port St. Lucie: The ability to maintain safe roadways for the citizens and visitors of the City of Port St. Lucie.

7.                     Cost to Port St. Lucie (Annual and Potential): An estimated expenditure in the amount of $6,000,000.00 to be funded through the Capital Improvement and Half-cent Sales Tax budgets.

Staff Recommendation: Move that Council award Contract #20220062 and enter into a unit price contract with Ranger Construction Industries, Inc. to furnish and install asphaltic concrete for projects requiring greater than 200 tons each.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220062.

2.                     Move that the Council not approve Contract #20220062 and provide staff with direction.

 

Background: This contract is utilized to accomplish repaving projects identified in the City’s Ten-year Paving Master Plan. The Ten-year Master Plan consists of projects identified and funded through the Capital Improvement and Half-cent Sales Tax budgets. Many of the City’s streets were constructed in the 1980’s and 1990’s and asphalt pavement in Florida typically has a life span of 15-20 years. Ideally the City’s streets need to be resurfaced (repaved) every 15-20 years, which means many of the City’s streets are approaching their second repaving cycle. Currently, the City has approximately 916 centerline miles of roadway with 765 of those miles being local streets. Considering an optimistic 20-year life span, the City should be resurfacing approximately thirty-eight (38) miles per year.

 

An E-Bid was issued June 4, 2022, to 1,254 potential suppliers. There were 20 plan holders with 3 proposals being received on August 31, 2022, and one was found to be nonresponsive.

 

Issues/Analysis: Staff has reviewed the proposals and find that Ranger Construction Industries, Inc. provides the best value to the City. Ranger Construction Industries, Inc. is a local contractor which has performed numerous successful pavement resurfacing projects throughout the state of Florida.

                     

Financial Information: Currently $4,000,000.00 in funds is appropriated by the Annual Resurfacing Program (304-4125-534132-00000),  and $2,000,000.00 in funds is appropriated from the Half Cent Sales Tax/Road & Street/Improvements O/T Buildings (310-4105-563000-00000).
