3.                     Purpose: The City of Port St. Lucie requires Construction Services for the Whitmore Baffle Box.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial term began on December 9, 2024 through June 17, 2025. Through Amendment #1, time has been extended through November 20, 2025.

6.                     Benefits to Port St. Lucie: The baffle box will treat a 119-acre area. Nutrient reduction of 103 lbs./yr. in total nitrogen (TN), 18 lbs./yr. in total Maximum Daily phosphorus (TP), and 21,060 lbs./yr. of total suspended solids (TSS) to the St. Lucie River and Estuary Basin will be achieved, helping to meet Maximum Daily Load (TMDL) reductions.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $188,158.56 for a new Contract total amount of $902,568.21.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20240173 for the Construction of Whitmore Baffle Box with Timothy Rose Construction, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20240173.

2.                     Move that the Council not approve Amendment #2 to Contract #20240173 and provide staff with direction.

 

Background: The City of Port St. Lucie’s surface water management facilities were originally designed to provide drainage and flood protection; water quality treatment was not a primary consideration at the time of construction. Now, the City seeks to install nutrient-separating baffle boxes to remove sediment, suspended particles, and associated pollutants from stormwater prior to outfall into the North Fork of the St. Lucie River. Baffle boxes have been identified as a best management practice in Port St. Lucie’s recently adopted Stormwater Master Plan (2021) and they support the goals of the St. Lucie River and Estuary Basin Management Action Plan. As the Stormwater Master Plan states, baffle boxes “improve the quality of stormwater discharged into the river by capturing sediment and trash and removing nutrients.” 

 

Issues/Analysis: Staff has reviewed the proposal for changes in scope and finds it to be fair and reasonable. The increase in cost is due to the decision to pipe from the Whitmore Baffle Box to where the D-19 canal meets the Elkcam waterway. This decision was made to remove the need for maintenance on the section of the canal directly downstream from the Whitmore Baffle Box. Without this additional piping the embankments bordering the canal would be impossible to maintain due to the newly developed residential properties to the north and south along the D-19 canal.
