Executive Summary (General Business): Declaring the department item as surplus property and approval of the sales will allow staff to conclude the online auctions of the of the equipment.

 

Presentation Information: N/A.

 

Staff Recommendation: Move that the Council approve the declaration of the surplus items and sales of the attached auctioned items.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the declaration of surplus and sale of the auctioned items.

2.                     Move that the Council not approve the declaration of surplus and sale of the auctioned items and provide staff with direction.

 

Background: Policy #19-01 for capital assets states: The City Manager or designee shall be authorized to approve all sales where the net revenue to the City does not exceed $15,000. All sales exceeding $15,000 in net revenue to the City will be approved by City Council, prior to completing the sale or conducting the sales event.  At the request of the department, Procurement releases online auctions for items that meet the requirements and have the necessary approvals.  Four such auctions for Public Works equipment were conducted and closed on June 21, 2024.  The auction selling price for each of these items exceeded the $15,000 threshold in City Policy #19-01.

 

Issues/Analysis: The items were not anticipated to sell at auction for an amount exceeding the threshold stated in City Policy #19-01 so City Council approval to auction these items was not obtained prior to conducting the auctions.  Therefore, staff is requesting Council approval to complete the sale of the following auctioned equipment:

1.                     Auction #3542613 - 2011 Kaiser Excavator - Sale Price:  $25,200.00

2.                     Auction #3543073 - 2007 Sterling Dump Truck - Sale Price: $20,100.00

3.                     Auction #3542699 - 2007 Sterling Dump Truck - Sale Price: $19,700.00

4.                     Auction #3542633 - 2006 John Deere Bulldozer - Sale Price: $19,600.00

 

The approved Relinquish of Surplus forms and auction results have been attached.

                     

Financial Information: Selling the equipment will result in revenue to the City.

 

Special Consideration: When anticipated, Council approval of items declared as surplus estimated to yield net revenue at auction that exceeds the $15,000 threshold stated in City Policy #19-01 is sought prior to conducting the auction.
