2.                     Parties: City of Port St. Lucie City of Port St. Lucie Felix Associates of Florida, Inc. (Felix) and Xylem Water Solutions USA, Inc./Flygt Products, Inc. (Xylem)

3.                     Purpose: The developer of a proposed car wash located at the NE corner of US1 and Walton Road in the East Port Plaza has requested to increase the water and sewer usage greatly over the sites previous demands as a gas station. In order to meet the developer’s anticipated June opening date, the typical City bidding system would not be completed in time to allow the construction of the lift station in time. The request in this agenda item are for Felix to perform the lift station construction with the major components purchased by the City and to purchase the lift station pumps, control panel, access hatch and system integration by Xylem.

6.                     Benefits to Port St. Lucie: Benefits to Port St. Lucie: The City benefits by getting a new upsized and upgraded lift station to replace the existing lift station that needed upgrades soon anyway. Also, by getting a site and partial funding by the developer. Lastly, the new lift station will connect directly to the sewer force main along US1 instead of dumping into the gravity sewer system in East Port Plaza as it does now.

7.                     Cost to Port St. Lucie (Annual and Potential): The costs associated with this request is $199,641.00 to Felix Associates of Florida and $82,000 to Xylem/Flygt.

Staff Recommendation: Move that the Council approve the waiver of bidding for a construction contract with Felix Associates of Florida, Inc. in the amount of $199,641.00 and Xylem Water Products USA, Inc./Flygt Products in the amount of $82,000.00.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and complete the motion in the affirmative.

2.                     Move that the Council not approve the request and provide staff further direction.

 

Background: The existing lift station SP-43 was built in 1986 with very little capacity. Larger pumps were added previously to handle additional flows and higher system pressures. The station cannot be upgraded in place due to the wetwell being too shallow and not large enough in diameter. The current lift station does not have SCADA communication with the wastewater plant and fiber optic communication is proposed.   The Utility Systems Department (USD) and the developer’s engineer have found the existing lift station SP-43 not able to handle the additional flow and also incapable to being upgraded in place. Therefore, a new lift station is required. USD requested the developer build the new station and would reimburse the developer upon completion for the majority of the costs since the lift station serves other customers.  The developer, Utility Director and the Senior Assistant City Manager met and agreed that the City would build the lift station if the developer contributed a site for the new list station and $100,000 in a combination of in-kind services and payment. The two items requested are of the amounts to require City Council approval. The two vendors are the most experienced lift station vendors the City has and staff feels they offer the best chance to meet the developer’s schedule. Smaller priced lift station components and materials are being purchased through normal City methods.

 

Issues/Analysis: : Staff recommends approval as the most effective way to meet the developer time constraints and has reviewed the associated quotes and feel that they are reasonable for the work requested.

                     

Financial Information: Funding for this project is from 438-3380-563000

 

Special Consideration: As noted above, the developer’s June 2021 opening date does not allow enough time to use the standard purchasing methods.

 

Location of Project: Northeast corner of US 1 and Walton Road in the East Port Plaza, 9200 US Highway 1.
