Executive Summary (General Business): The Interlocal Agreement Computer Aided Dispatch, Records Management System, & Mobile Computer Terminal/Mobile Field Reporting (CAD, RMS, & MCT/ MFR) System Shared Network (“ILA”), creates a uniform use of vendor and formatting for dispatch and reporting for all participating agencies. Management Control Agreement (“Agreement”) establishes dispatch guidelines and identifies the specific roles each party shall fulfill in accordance with FBI CJIS Security Policy and Processes.

Staff Recommendation: Move that the Council ratify participation in the ILA and Agreement and approve Chief of Police to provide updated signature for Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and ratify participation in the ILA and Agreement and approve Chief of Police to provide updated signature for Agreement.

2.                     Move that the Council not ratify participation in the ILA and Agreement and not approve Chief of Police to provide updated signature for Agreement and/or provide staff direction.

 

Background: The Agreement was signed by PSLPD in 2024 and the Sheriff’s Office requested updated signatures. Richard Del Toro was the Port Saint Lucie Police Department Chief of Police at the time the Agreement was signed and is now the St. Lucie County Sheriff. The Agreement’s terms are not being updated, however, if Council approves the motion, the City Attorney’s Office will provide an approved signature page for the Chief of Police to sign clarifying that the newly signed document is an update of signatories.

 

In performing a comprehensive review of the Agreement, the related ILA was also reviewed. The ILA was also signed in 2024, however, staff could not locate whether participation in the ILA was brought before Council. Therefore, this request for ratification is to ensure City Council’s awareness and approval of the signature updates and of prior ongoing collaborations.
