2. Parties: City of Port St. Lucie and Unlimited Home Solutions LLC.
3. Purpose: The Utility Systems Department (USD) requires purchasing Products and Original Equipment Manufacturers (OEM) parts for the sewer installation and preventative maintenance. These sewer relief caps (SRC) and sewer cap adapters (SCA) are utilized for existing systems, sewer conversions and in new homes.

6. Benefits to Port St. Lucie: The sewer relief caps and sewer cap adapters reduce backflow, backups and debris from entering the City’s system, reducing costs incurred by the City for spills and related incidents.
7. Cost to Port St. Lucie (Annual and Potential): Annual estimated expenditures are $150,000.00. Future expenditures will be appropriated in the approved budget for each fiscal year.

Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c), for good cause shown and upon written request of the City Manager, and approve Unlimited Home Solutions LLC as a sole source to provide parts, repair and warranty for sewer relief caps and sewer cap adapters.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Unlimited Home Solutions LLC as the sole source provider and enter a unit price contract.
2. Move that the Council not approve Unlimited Home Solutions LLC as the sole source and provide staff with direction.
Background: This vendor is the only authorized dealer for Unlimited Home Solution Products and OEM Parts (4-inch SRC and 3-inch MPT x 4-inch FPT SCA) and is also the only authorized service repair and warranty organization in the State of Florida.
Issues/Analysis: The USD sampled several SRC’s and SCA’s to determine this brand to best serve the USD’s system as the ease of installation and ability to provide the required 3-inch and 4-inch adapters are customized to meet our needs, crucial when making our determination for this product.
Staff has reviewed the current pricing and finds it acceptable. The Sole Source memo was posted on Demandstar for 7 days per the Florida Statues 287.057(3)(c) , no disputes were submitted.
