3. Purpose: To secure a qualified contractor to construct the Tom Mackie Blvd., including Marshall Parkway.
4. New/Renewal/Modified: New.
5. Duration: 320 calendar days from Notice to Proceed.
6. Benefits to Port St. Lucie: Constructing Tom Mackie Blvd. will complete the spine road of the job’s corridor within the Southern Grove.
7. Cost to Port St. Lucie (Annual and Potential): A one-time expense in the amount of $8,532,488.40.

Staff Recommendation: Move that the Council award Contract #20230113 and enter into a unit price contract with Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc., for the construction of the Tom Mackie Blvd. Extension Project Phase 4.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The City Council identified the development of Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove, as a strategic priority. In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development needs. Most parcels that have access to readily available infrastructure services have been sold or currently have Purchase and Sale Agreements.
Tom Mackie Blvd. Extension - The Contract for the Project covers the construction of Tom Mackie Boulevard, in the City of Port St Lucie, Florida. Improvements include construction of approximately 3,300 LF of extension of Tom Mackie Boulevard. The Tom Mackie Boulevard right of way will vary between 100’ and 135’ wide and consist of three twelve-foot (12’) lanes with six-foot (6’) shoulders. An eight-foot (8’) concrete sidewalk will run the full length of the project on both the east and west sides of the project. Roadside swales and a series of inlets will be utilized for collection and conveyance of stormwater and routed to Lake L22B. The proposed roadway will cross an existing conveyance canal that runs east-west to Lake L22B. Conveyance will be maintained in the canal by installing a 60” pipe under the proposed roadway.
Marshal Parkway - The Contract for the Project covers the construction of Marshall Parkway, in the City of Port St Lucie, Florida. Improvements include construction of approximately 1,070 LF of Marshall Parkway. The Marshall Parkway right of way will be 150’ wide and will consist of two eleven-foot (11’) lane roadway improvements with four-foot (4’) shoulders and seven-foot (7’) bike lanes. A twelve-foot (12’) pedestrian multi-use path will run the full length of the project on the north side of the improvements and an eight-foot (8’) concrete sidewalk will run the full length of the project on the south side. Curb and gutter will be utilized for collection and conveyance of stormwater to a series of inlets, which will discharge to the Tom Mackie Boulevard extension drainage system, ultimately discharging to existing Lake L22B.
Issues/Analysis: Staff has reviewed the proposals and finds that Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc., provides the best value to the city. Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc., has performed several successful projects for the City and is a local contractor.
Financial Information: Funds are appropriated in the CIP General Fund / General Government / Improvements O/T Building (#301-1900-563000-00000). $5,850,000.00 will be from ARPA Funds (less $934,000.00 for CEI services) and $3,000,000.00 will be from State Appropriations.
