Background: The P5 Group, LLC, a comprehensive governmental affairs and public policy consulting firm headquartered in Florida, was established in 2011 by former Florida Senate President Ken Pruitt. The City of Port St. Lucie enlisted their expertise to secure a second seasoned legislative representation and knowledgeable policy guidance at the state level. The firm actively champions every City initiative, ensuring that Port St. Lucie’s interests are well represented. Their efforts led to an unprecedented milestone for the City, with three projects incorporated into the state’s budget. The P5 Group demonstrates remarkable responsiveness by swiftly advocating for policies that benefit and protect the City. Their extensive, long-standing relationships with influential state leaders and agencies prove invaluable, particularly when navigating critical initiatives and challenges.
Issues/Analysis: The original Contract was under the threshold for City Council approval, however, the cumulative funds that will be added to the Contract under Amendment #1 require City Council approval under City Code of Ordinances, Section 35.09(a). Section 35.09(a) mandates that when a contract “approved under the City Manager’s authority is increased and such increase raises the contract price to above the City's Manager’s approval threshold, such increase must be authorized by City Council.”
