Summary Brief (Agreements/Contracts only)
1. Prepared by: Nadia Tourjee, (PMD).
2. Parties: City of Port St. Lucie City of Port St. Lucie and Papico Construction, Inc.
3. Purpose: To improve, repair, construct, and maintain existing sports courts and increase amenities offered to the public.
4. New/Renewal/Modified: Modified.
5. Duration: 3 years, with a 1-year option to renew. The initial three-year period expires on October 17, 2025.
6. Benefits to Port St. Lucie: Enable the City of Port St. Lucie Parks & Recreation Department (PSLPRD) to continue to improve, repair, construct, and maintain over 40 existing sports courts and increase amenities offered to the public through tennis court conversions to pickleball courts at select park locations.
7. Cost to Port St. Lucie (Annual and Potential): Estimated Total cost for Fiscal Year 24-25: $300,000. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve additional funds for Contract #20230034 Acrylic Coating for Sports Surfaces.

1. Move that the Council amend the recommendation and approve additional funds for Contract #20230034.
2. Move that the Council not approve additional funds and provide staff with direction.
Background: This request is to approve additional funds to cover the increase in repairs and replacements to existing sports courts. A careful review of existing sports court assets, and their expected life cycle, enables PSLPRD to plan out future replacement or conversions to sports courts to improve playability and safety.
Issues/Analysis: Staff has reviewed department budgets and finds the expenditures align with the budget for this year.
Financial Information: Funds are appropriated from various funding sources through Capital Improvements and Operational Repairs and Maintenance within PSLPRD.
Special Consideration: Council approved this Contract at a budget of $180,000 for Parks & Recreation on February 27, 2023.
Location of Project: Citywide.
