Executive Summary (General Business): As part of the City’s Gold Star Family/Home for Hereos program, this ordinance approves the transfer of real property located at 4626 SW Inagua Street, a city-owned lot with a home constructed and donated by Synergy Homes to applicant Lisa Heintz and her son Dierk Heintz.

Staff Recommendation: Move that the Council approve and adopt the Ordinance authorizing the conveyance of 4626 SW Inagua Street to Lisa Heintz and Dierk Heintz.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the Ordinance authorizing the conveyance of 4626 SW Inagua Street to Lisa Heintz, as amended.

2.                     Move that the Council not approve the Ordinance and provide staff direction.

 

Background: The City of Port St. Lucie partnered with Synergy Homes to give a payment-free home to a Gold Star family or veteran through the City’s new Homes for Heroes Program. The City provided the property at 4626 SW Inagua Street, located in the Woodland Trails neighborhood. Synergy Homes constructed a 1,800-square-foot, four-bedroom home valued at $265,000. In collaboration with the Saint Lucie County Veteran Services Office, the City reviewed and income verified a total of thirteen eligible applicants. On January 4, 2021, the field was narrowed down to two Gold Star families. A Lottery Drawing took place at City Hall on January 21, 2021, where Synergy Homes selected the Heintz family as the recipient in memory of deceased Air Force Senior Airman Joshua Allen Reinwasser.

Financial Information: The future owners will agree to a 25-year payment free mortgage via a Restrictive Covenant. The City would receive a prorated payback of 4% of times the number of years remaining on the mortgage if the property is sold within the next 25 years.

 

Special Consideration: A closing ceremony for this project is scheduled to take place at the property on March 10, 2021 after the second reading of this ordinance takes place on March 8, 2021.
