Executive Summary (General Business): This is the adoption hearing for a large-scale comprehensive plan text amendment (CPA) to amend the text of the Future Land Use Element of the City’s Comprehensive Plan by amending policy 1.2.10.2 and Figure 1-5, Riverland/Kennedy NCD District Conceptual Land Use Plan. Figure 1-5 is the conceptual land use plan for the Riverland/Kennedy NCD District.  It is required by Policy 1.2.1.3 of the comprehensive plan to illustrate how the land use sub-categories in Riverland/Kennedy are allocated, where they are located, and how they would function in relation to each other. The application was submitted by Urban Design Studio, agent for the owner. The transmittal hearing was held on October 26, 2020.

 

Presentation Information: Staff may provide a presentation.

 

Staff Recommendation: Move that the Council adopt the ordinance as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the ordinance.

2.                     Move that the Council not adopt the ordinance and provide staff direction. 

 

Background: Riverland/Kennedy is an approved Development of Regional Impact (DRI) that is located south of Discovery Way and west of Community Boulevard and approximately 3,845 acres in size.  The future land use classification for the Riverland/Kennedy DRI is New Community Development District (NCD).

Special Consideration: At the October 26, 2020 City Council meeting, the City Council voted to transmit the proposed text amendment to the Department of Economic Opportunity (DEO) pursuant to Chapter 163, Florida Statutes. There were no objections to the proposed amendment from the DEO or the reviewing agencies.

 

There is an associated application to amend the development order for the Riverland/Kennedy DRI that includes changes to the master development plan, Map H, to correspond to the amendment to Figure 1-5.

 

Location of Project: The property is located south of Discovery Way and west of Community Boulevard.
