Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, Procurement Contracting Officer, OMB

2.                     Parties: City of Port St. Lucie and All Webbs Enterprises, Inc. (“Contractor”)

3.                     Purpose: The City wishes to contract with a contractor for the rehabilitation and maintenance of the Utility Systems Department (“USD”) Floridan and surficial wells, which provide raw water for three water treatment plants.

4.                     New/Renewal/Modified: New.

5.                     Duration: The term of the contract is 3-years with an option to renew for two (2) additional one-year periods.

6.                     Benefits to Port St. Lucie: To maintain and rehabilitate these wells to ensure a sustainable water source for both the Prineville and James E. Anderson (“JEA”) Water Treatment Facilities.

7.                     Cost to Port St. Lucie (Annual and Potential): The USD estimates an annual expenditure of $700,000.00. Future expenditures will be appropriated in each fiscal year budget.

Staff Recommendation: Move that Council approve Contract #20240034 for the Rehabilitation and Maintenance of Floridan and Surficial Wells with All Webbs Enterprises, Inc.

 

Alternate Recommendations:

1.                     Move that the Council reject the recommended proposal.

2.                     Move that the Council reject all proposals and provide staff with direction.

 

Background: The USD operates and maintains 47 wells (29 surficial wells/18 Floridan wells). The work in this maintenance and rehabilitation contract consists of pulling pump and column pipes, inspecting, and testing the well, back-plugging, acidizing, redeveloping, sanitizing, and reinstalling or replacing the pump equipment. An E-bid was issued on February 9, 2024 to 1,184 potential suppliers. There were 16 plan holders with 4 proposals submitted on March 13, 2024.

 

Issues/Analysis: Staff has reviewed the proposals and recommends entering into a unit price contract with All Webb Enterprises, Inc.

                     

Financial Information: Funds are appropriated in the adopted FY 2024-2025 budget for Utilities Operating Fund / LTC Water Treatment Facility / Improvement O/T Buildings / James E. Anderson Water Treatment Plant - (#438-3312-563000-00000).
