2. Parties: City of Port St. Lucie and Kimley-Horn and Associates, Inc. (“Engineer”)
3. Purpose: The purpose of this Amendment is to provide additional engineering services, which allows the Engineer to perform a visual observation of the existing 445 pressure vessels at the James E. Anderson (“JEA”) Water Treatment Facility. The Engineer will oversee the installation of the vessels previously purchased by the City.
4. New/Renewal/Modified: Modified.
5. Duration: The Contract expires August 5, 2024, so no additional time is needed.
6. Benefits to Port St. Lucie: Uphold the water treatment equipment drinking water assets for the reliability, suitability, and the reduction of preventative maintenance labor costs through the cost and installation of new pressure vessels.
7. Cost to Port St. Lucie (Annual and Potential): An additional $70,275.00 for a new contract amount of $554,595.00.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20180057R for the Reverse Membrane Study & Replacement at the JEA Reverse Osmosis Treatment Facility.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20180057R.
2. Move that the Council not approve Amendment #2 to Contract #20180057R and provide staff with direction.
Background: The JEA Water Treatment Facility uses Reverse Osmosis (RO) as the treatment process to reduce hardness, salinity and remove other impurities from brackish well water. The treatment plant has a total of 10 RO trains.
Kimley-Horn and Associates, Inc. was awarded the Reverse Osmosis Membrane Study & Replacement contract on 7/22/2019 for a total cost of $474,320.00, which by the first amendment was amended to $484,320.00. During the membrane element replacement project that involved replacing all 3,360 elements for the 10 trains, the contractor noted numerous pressure vessel housings with signs of compromised integrity. The Engineer inspected and evaluated the vessels and recommended replacing all vessels. The City has already purchased the vessels.
Issues/Analysis: Upon approval, the Engineer will coordinate and observe the pressure vessel installation. Staff has reviewed the proposal and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the Utility Operating Fund / JEA Water Treatment Facility / Professional Services (#431-3312-531000-00000).
