Executive Summary (General Business): Presentation of the final Conceptual Master Plan for Tradition Regional Park, the City’s first regional park.  Staff is requesting City Council approval of the conceptual master plan, and consider authorizing Mattamy Palm Beach, LLC, to begin Phase I site plan preparation, including Phase I detailed construction drawings.

 

Presentation Information: A PowerPoint presentation (15 minutes) by Mr. Steven Garrett, Lucido & Associates, on behalf of Mattamy Palm Beach, LLC.

 

Staff Recommendation: Move that the Council approve the Conceptual Master Plan for Tradition Regional Park, and authorize Mattamy Palm Beach, LLC, to proceed with preparing a Phase I site plan and detailed construction drawings for the project.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Conceptual Master Plan for Tradition Regional Park, and authorize Mattamy Palm Beach, LLC, to proceed with preparing a Phase I site plan and detailed construction drawings for the project.

2.                     Move that the Council provide staff direction.

 

Background: On March 9, 2020, City Council authorized Mattamy Palm Beach, LLC, to begin the conceptual master planning process for Tradition Regional Park.  Mattamy’s goal was to develop a conceptual master plan for the future park, illustrating park features and amenities that were derived through the public engagement process, meetings with stakeholder groups, referencing the Park & Recreation Department’s 10-Year Master Plan and with guidance from City staff.  During the master planning process, Mattamy Palm Beach Homes, LLC, identified, and proposes to implement a potential “Phase I” construction plan that would enable a portion of the overall Tradition Regional Park master plan to be developed five to six years in advance of the City’s current CIP schedule.     

 

Issues/Analysis: Approval of the Tradition Regional Park Conceptual Master Plan will guide the development and construction phases of future park improvements.

                     

Financial Information: The current City CIP schedule allocates $1,000,000 of #305 Parks Impact Fee funding in Fiscal Year 2025-2026, and an additional $9,000,000 in FY 2026-2027, for the development of Tradition Regional Park.

 

Special Consideration: If approved by City Council, this project partnership between the City and Mattamy Palm Beach, LLC, will potentially construct the first phase of Tradition Regional Park 5-6 years in advance of the current CIP program, enabling public use and providing both passive and active recreational opportunities to current and future residents.  The Parks & Recreation Department will evaluate operational, staffing and maintenance costs for a “Phase I” park development, and request appropriate funding through the annual budgeting process, most likely for FY 2022-2023. 

 

Location of Project: The park site is located at the western edge of Tradition, adjacent to Western Grove.  Access will be provided via Tradition Parkway.
